The obvious answer is fly above 1600 Your blades may be a little tight for the low rpm you're running. Loosen them just a very little and see what that does.

Dampening

It sounds like you've got the dampening set too tight to be running the head that slow.

How many head shims do you have installed? Try taking one thin shim out of each side, and see if that takes care of the problem.

Or like Bob said...increase your headspeed.

Damping is as per factory no additional shim. Problably the blades are to tight . I'll try loosing them and see what happens.

I like it just perfect hovering at 1650 and 1800 idle up.
Just want to make sure theres nothing wrong.

As the damper set in it won't do it. Your heli must be pretty new or your head has just been rebuilt with new Orings. Not a problem. I run my head much tighter than stock and it wobbles at low head speeds for several flights. You can help this by putting a little oil on the orings but use vegie oil as it won't eat them up.
