my scooter have a 11 tooth pinion on the motor and a 55 tooth on the drive wheel. if I increase the teeth on the drive wheel to 60 tooth I would increase torque and go at a slower speed, but what would happen if I decrease the teeth on the motor to 10 teeth?

It has the same effect. Either way you get both higher torque and slower speed. With a smaller pinion, the motor would run at a lower RPM.
