I am thinking of buying a Futaba 7C TX for my son to use. Can anyone tell me if the 7C can set the GV-1 to 'off' when the hold is enabled (as it can in the 9C). The 7C manual I downloaded does not show this setting.

If the GV1 is set to be activated with the throttle stick, which it should be, then as long as the hold position is set to a point lower than that which engages the governor(about 20% throttle) then yes, throttle hold will turn the GV1 off.

Thanks marc8090 for your reply, but I control the GV-1 on my 9C using the same switch I use for idle-up.

Idle-up Normal position = Speed 1 (set to 'off' on the GV-1)
Idle-up 1 position = Speed 2 on the GV-1
Idle-up 2 position = Speed 3 on the GV-1

This is driven from Channel 7, which when the Hold is engaged can be set to revert to the Speed 1 (GV-1 off position), even though the idle up switch remains in the Speed 2 or 3 position.

So can the 7C do the same?

The idle up switch can still control the speed. Normal can have the speed set to off or to whatever speed you like. Just set the GV1 to be activated by the throttle stick. Make sure your idle up throttle curves never go below 30% and the GV1 will stay on in idle up. Set your throttle hold position to idle and that will turn the GV1 off when you select throttle hold. So it will work just fine with the 7C. Throttle hold will turn the governor off and idle up will keep it on and select the speed.

Thanks marc8090 for clarifying, I can now see how this setup would work...
