I took my OS 32SX apart to clean it because it had been sitting for quite a while and I wanted to make sure nothing was gummed up. When I put it back together (WITHOUT THE GLOW PLUG) it would turn nice an smooth, then all of a sudden it would seem to "lock up lightly" at the top of the stroke. If I turned it a little harder it would free up and turn smoothly again for a while. There is no pattern or certan ways it would do it, it is completely random. If I leave the head bolts just slightly snug it would not do this. If I tightened them enough so they would not come loose it would start again. The engine has only about a gallon of fuel, no scratches, nicks, or any signs of ware on the piston or sleeve. I have taken this engine apart before and never had this problem. Should I try new piston/sleves? I have two spares tha I got for $2.00 apiece no clearence that have never been opened. I am stumped.

If you've got the 32SX-H non-ringed version, assemble it and break it in. The 32 non-ringed version is an ABN construction motor. They are TIGHT at TDC and loose everywhere else till they get to operating temperature. It sounds like you have a new ABN motor on your hands.

Thats funny, I just read the same thing as your reply a few minutes ago. It is a new engine, well, I have had it since 2002 but it only has one gallon of fuel through it.

Sounds like the crankshaft is not fully seated because the rear bearing is not fully seated.
