What transmitter are you using? In normal mode, your throttle curve will have a Zero at the bottom, so that bottom throttle stick is off, but all the rest of the numbers must be the same in normal Example:
Normal Throttle Curve: 0-90-90-90-90
Idle 1 Throttle Curve: 92-92-92-92-92
Idle 2 Throttle Curve: 97-97-97-97-97

The motor will run constantly no matter where the stick is in Idle 1 and 2

It will stop in normal mode when it is at the bottom...
Hope it helps

With Gov mode on, the throttle curve has to be flat. However, you could make all the numbers lower to achieve a lower headspeed for indoor flying. Just try lowering them all until you get the RPM's you want for house flying:
Try 0-55-55-55-55 in normal, and see if it gets off the ground and handles OK. If not, bump them up to 60, and so on.

The only way to use the 0-25-50-75-100 curve is in Fixed mode on the CC10.
Good Luck
