I want to try a 4S setup, I am running a CC PH25 with a Himax 2025 4200, can I run a 4s on this, will I need a seperate BEC?

Not sure but does the 25 42 even handle 4 cells? Ide like to know for I have the 35 and 4 cells would be cool

Yes you'll need a seperate BEC.

Your motor has a high KV for 4S- you'll be pushing close to 60K rpm. Thats about the maximum for a motor like that- exploding magnets are no fun! Gearing it might also be a problem - the smallest pinion I've seen is a 7T.

Hmm, ok, sounds like it might not be a good idea, it would be better with an AXI outrunner, like a 2208 20 on 4s or even 5s, that would be really cool.
