I fly with a Himax on gov. high. Your LED is coming on when full throttle is reached. To change that to the top end of your stick, set the endpoints of your throttle channel so that the motor just starts turning above low stick and reaches full just below top stick. Do this with a linear throttle curve and speedcontrol in non gov. mode. Don't forget to slide motor away from gear to prevent blade rotation. This should give you nice linearity between rpm and stick position. Next, reprogramm the cc10 to gov. mode with slowest spool up (use beta1.7B software). Now you adjust your throttle curves to your liking. Example:
Flight mode 1: 0,0,60,60,60
Flight mode 2: 70,70,70,70
