When the throttle arm is turned clockwise, is it opening or closing?
Viewed from the side in which the throttle arm is facing you....

I opened the carb up without removing it from the motor so it's got me confused

I always just run the starter.

You sure can hear the difference between closed and WOT.

Make sure you don't have the glow ignitor connected, though!

On all engines its like a needle, or a bolt for that case, turn to the direction a bolt will "close" (turn in, clockwise) - this closes the carb too.
maybe its more like a nut... well you know what i mean... damn !
