anyone know about Fox 15BBRC... I am not sure what the base setting are and dont know how to tune with an airbleed screw... any help would be great .

I found the best way to tune a Fox is to pull the glow plug and put an OS under it OK personal opinion aside, the airbleed works opposite of the other type, screw it in and the mixture richens, screw it out and the mixture leans. This is on the idle screw, I believe the high end needle will be the same as any other, screw it in leans and out richens. I don't know a "book" starting point but the top will probably be fine around 1.5-2 turns and then low end is anybodys guess, close it enough that fuel flows when the prop is turned through then you can diddle it until it's mixed.

Set the low end initially so that the screw blocks 1/2 the opening in the carb, and 3 turns out on the main should put you in good shape for starters...
