Anytime you move the heli, whether you do it with collective, or with cyclic, you create torque in the power system (the governor is adding power to keep the head speed constant while you're making the disc do work).
When you have a high power system, and hammer the collective hard, if you look for it, you can see a very small momentary twitch of the tail as the gyro compensates, and the pre-comp takes care of the twitch.
But with the cyclic, even though you know its happening (at least to some small degree), it is very hard to see the "twitch" resulting from cyclic inputs. Cyclic inputs are not as demanding on the power system as the collective inputs, so the effect is reduced.
Since we can't see the effect (we've looked pretty hard for it too), we just leave the value in the V-Bar program at zero. Too much compensation is not good either, so we just ignore the cyclic pre-comp.
