I've had about 20 flights on this motor when it quit during a hover- abrupt power loss. At first I thought it was the CC HV85, so I took out the motor and controlled it with a CC HV110 running 10s lipo.

Same problem, it will start to spool up for 2 seconds, very rough running (shakes a lot), then quit.

I hand spun the can and it feels like I always remembered- lots of magnetic resistence, cannot feel anything loose inside, don't hear any ratcheting bearings.

Any idea?

Do you have a way to take it a part carefully? You should take a look inside and see if there is something obvious. If not than you should send it in and have it looked at, because it's definatly got something wrong. Don't try to run it like that...

With the motor out short any two of the leads. This should make the motor more difficult to rotate in your hand. Do this for each combination of the wires (1-2, 1-3, 2-3) to make sure none of the three phases are shorted. If one of the combinations is easier to spin then you have a short. This is just a quick test and the short may be intermittant.
