I just installed a aluminum turbo fan on my Century Hawk and it is rubbing on the plastic cowling.
I still turns over but I have not tried to start it yet. I wonder if I am suposed to remove washer between the clutch and the engine to give it some more clearance? has anyone had this problem?

You will note there are slots in the side frames to adjust the height of the engine/clutch/fan assembly. It sounds like you have to drop the height of yours a tad.
