yes and no . there no reason why you cant put it on a boom however the whole idea of a fenestron is that it uses the fusalage its sitting in as a duct. so all though you can wack it on a boom it wont have the same performance or affect

You can fit the Fenestron on a pod and boom for test flying and it works really well...as good as a normal tail. I did it a few years back.
