After a rebuild and head setup I'm getting +9, -10 from one blade, which is fine, and +14, -15 from the other blade. The blade does this from both sides of the heli, I have zero'd the blades at midstick, and I have leveled out my swashplate. What could cause on blade to pitch more than the other?

Check your mixing arms, one side is longer than the other which will chnge the pitch on one blade.
