How far off the fly bar? Do I screw all the way on and set equally on each side or is there a determined marginal start point?

Screw the paddles on all the way and then make sure the flybar is equal on both sides.

I first made sure that the flybar was equal in length and then installed the paddles. I did this because one side of my flybar had a couple of more threads than the other side. This will also help to balance the rotor head.
