You'll most likely have to spot the shaft with a solid carbide endmill and then drill it with a carbide drill using the spot by the endmill as a guide. The alternative is to find a shop with an EDM hole popper. That will make quick work of that shaft.

Tm, anyone working in a precision machine shop should know that already. That's the reason for my comment. Mainshafts are hard for the average folk, but for machinists with carbide its nothing. You learn to drill a hole in a small shaft in 1st year machining course.

jpleth had the best answer .Just heat the end of the shaft up with a "Map gas" or propane torch, just till it gets red hot ,then you can drill thru it easy after it cools ."anealing the part".
